Notice from the Science and Technology Innovation Commission and Finance Commission of Shenzhen Municipality on Publishing the "Measures for the Administration of the Shenzhen/Hong Kong Innovation Circle (Trial for Implementation)" (ShenKeJiChuangXinGui [2018] No. 3)

In order to support cooperation between higher education and research institutions in Hong Kong and Shenzhen, the Shenzhen Municipal Government has published the "Measures for the Administration of the Shenzhen/Hong Kong Innovation Circle (Trial for Implementation)" ("the Measures"). The Measures sets out the sponsorship programme to support technological collaboration projects between Shenzhen and Hong Kong. Eligible parties can enrol through the Shenzhen Science and Technology Business Management System and submit application documents to the Science and Technology Innovation Committee of Shenzhen Municipality. The Measures are effective from 1 July 2018 and valid for two years.

Abstract

In accordance with the State Government's objective of encouraging Hong Kong higher education and research institutions to be involved in technological projects in the Greater Bay Area, the Circular has set out measures to support cooperation in technological development between higher education and research institutions in Hong Kong and Shenzhen and promote academic integration among the Greater Bay Area. In particular, the Hong Kong and Shenzhen Government have jointly signed a co-operation agreement on the "Shenzhen-Hong Kong Innovation Circle", which is a funding scheme that supports co-operation in innovation and technology between the two places.

Below are the eligible applicants for the scheme:

  1. Higher education or research institutions or enterprises legally registered in Shenzhen; and
  2. Hong Kong public research institution or centres established under an innovative or technological fund.

The Shenzhen-Hong Kong Innovation Circle Plan includes the four categories below:

Category A: projects jointly funded by Shenzhen and Hong Kong
Category B: projects solely funded by Shenzhen
Category C: commissioned research projects solely funded by Shenzhen
Category D: Hong Kong-based research projects solely funded by Shenzhen

Eligible parties can enrol through the Shenzhen Science and Technology Business Management System and submit application documents to the Science and Technology Innovation Committee of Shenzhen Municipality. The Measures are effective from 1 July 2018 and valid for two years.
