Notice from the People's Government of Guangdong Province on the Issuance of the "Implementation Measures of the Guangdong Superior Talent Card (For Trial Implementation)" (YueFu [2018] No. 96)

The People's Government of Guangdong has issued the "Implementation Measures of the Guangdong Superior Talent Card (For Trial Implementation)" ("the Measures") on 15 October 2018. Eligible Hong Kong, Macao and Taiwan talents working in Guangdong Province may apply for A or B Superior Talent Cards, and would be entitled to enjoy preferential facilitation services in residence application, security, children schooling, social insurance, medical service, entry and exit, commercial registration, finance, transportation, employment, etc. The Measures are valid from 1 December 2018 for 3 years.

Abstract

In accordance with the "Implementation Measures for Deepening the Reform of the Institutional Mechanism for Talent Development" issued by the Guangdong Provincial Committee of the Communist Party of China and the "Action Plan for Strengthening Innovation Bases for Talent Teams" issued by the Office of the People's Government of Guangdong Province, the People's Government of Guangdong Province has now issued the above notice, which aims to optimise the service guarantee mechanism for high-level talents.

Holders of the superior talent card may enjoy preferential facilitation services as stipulated under the local laws of Guangdong Province.

• The Talented Superior GD card is divided into A card and B card, the validity period is up to 5 years, not only for science and technology leaders, cultural and artistic personnel, and young top talents who come to or work in Guangdong; but also for the World skills Competition award-winning talent, the world's top 500 enterprises in the headquarters of senior management personnel, and so on. Among them, those who meet the criteria for applying for A card are not restricted by nationality, domicile and identity, and those who meet the criteria for applying for B card must be foreign nationals, Hong Kong, Macao and Taiwan citizens or resident in a foreign country and have Chinese nationality.
• Cardholders can use the card to enjoy a host of convenient services. The cardholder and his or her spouse and children may settle down in their residence or place of work in accordance with the relevant policies; the holder may purchase their commodity housing in the place they work in Guangdong, and according to the regulations, they shall move into the post station for talented persons in Guangdong province free of charge; children can enrol in public-run primary and secondary schools and kindergartens, and enjoy the same treatment as children of residents; cardholders and their spouses and children who live in Guangdong province and plan to participate in social insurance according to law in the place where they are employed can preferentially handle the transfer; spouseor child who does not obtain employment and are not accorded with a conditionor can attend basic medical insurance, basic pension by the regulation; the cardholder can apply for a certain amount of unsecured loan from a designated bank when he establishes a technology-based enterprise; the holder and his or her spouse and children may participate in the post-qualification assessment, examination or practice (occupation) qualification examination and practice (occupation) qualification registration of the professional and technical posts in Guangdong province, etc.

The measures will be implemented on a trial basis from 1 December 2018 and will be valid for three years.
