On 9 November 2018, the Department of Transport of Guangdong Province announced 12 specific transport-related measures under the "separation of business license and permit" reform. These measures include reforms related to the approval and issuance of business licenses or permits for international shipping management, road transportation stations, domestic waterway transportation, port operation, motor vehicle driver training, road passenger transport, freight transport, dangerous goods transport, international maritime transport and auxiliary services, mainland-Taiwan and mainland-Hong Kong/Macao transport businesses, and the construction of port facilities.
