On 19 November 2022, the Department of Science and Technology of Guangdong Province issued the "Action Plan for Reforming Market-Oriented Allocation of Technology Elements in Guangdong Province" ("the Plan"). The Plan proposed to deepen the reform of pilot field of national technology innovation centres in the Guangdong-Hong Kong-Macao Greater Bay Area ("GBA") and launch a pilot program to facilitate the flow of innovative elements across borders. In particular, the Plan proposed accelerating the construction of a national innovation centre in the GBA, introducing provincial science and technology projects to universities and scientific research institutions in Hong Kong and Macao, and constructing a number of joint laboratories in Guangdong, Hong Kong and Macao.
