On 1 June 2023, the Guangdong Provincial Committees of the Communist Party of China and the People's Government of Guangdong Province issued the “Opinion on Constructing High-quality Manufacturing Province” (“the Opinions”). The Opinions proposed to accelerate the construction of an international science and technology innovation centre and a technical innovation centre in the Guangdong-Hong Kong-Macau Greater Bay Area (“GBA”), vigorously promoting the construction of future industrial science parks and speeding up the construction of Nansha science and technology innovation industry cooperation base. In addition, the Opinions promote the integration of the core area of the Pearl River Delta into the global innovation network and target to build 20 Guangdong-Hong Kong-Macau joint laboratories to enhance the capability of basic research, applied basic research and cutting-edge technology research and promote the development of manufacturing industry. Besides, the Opinions aim to establish the linkage mechanism with domestic and overseas stock exchange, including the Shenzhen Stock Exchange, the Stock Exchange of Hong Kong, Shanghai Stock Exchange and Beijing Stock Exchange, so as to promote more Guangdong manufacturing enterprises go listing and expand their direct financing channel.
