On 16 June 2023, the Guangdong Provincial Committees of the Communist Party of China and the People's Government of Guangdong Province issued the “Construction Plan on Building a Strong Quality Province in Guangdong Province” (“the Plan”). The Plan proposed to set up green orientation for quality development, establish and improve the standard measurement system for neutralizing carbon, promote green design, green manufacturing and green construction, explore ways to carry out the measurement of product carbon footprint, and promote the standardization in key fields such as new energy vehicles. In addition, the Plan aimed to strengthen foreign cooperation on quality development, establish a national technology innovation centre in the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”), leverage the role of the standardization research centre in the GBA, and promote the connection and integration of quality technical rules among GBA.
