On 18 June 2023, the General Affairs Office of the People's Government of Guangzhou Municipality issued the “Implementation Plan for Promoting High-quality Development of Public Hospitals in the Guangzhou Municipality” (“the Plan”). The Plan proposes to develop policies and measures for building a new system of high-quality public hospitals, establish a Guangdong-Hong Kong-Macau specialist alliance and a telemedicine collaboration network with specialist medical services, explore pilot cross-border referral cooperation in designated public hospitals, and improve the consultation mechanism for serious infectious patients and emergency medical rescue coordination mechanism in the Greater Bay Area. In addition, the Plan support the importation and use of drugs which have been marketed in Hong Kong and Macao and encourage to use advanced medical apparatus and instruments (excluding large-sized medical facilities) that have been purchased and adopted by Hong Kong and Macao public hospitals.
