On 26 June 2023, the People's Government of Guangdong Province issued the “Implementation Opinions on Further Deepening the Reform and Construction of Digital Government” (“the Opinions”). The Opinions support the establishment of a big data centre in the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”) and explore the development and establishment of international big data services and offshore data centres in certain areas of the GBA. In addition, the Opinions proposed to promote the flow of data elements in the GBA and the country, guide market participants to conduct trading in the GBA, promote data value, and provide new driving forces of data elements for the high-quality development of the real economy, especially in manufacturing industry.
