The Ministry of Education, the National Development and Reform Commission and the Ministry of Finance (“the authorities”) issued the “Opinions in relation to the Implementation of the Action Plan for the Expansion and Improvement of Elementary Education in the New Era” on 26 July 2023. The authorities announced that they planned to consolidate and enhance the coverage of inclusive kindergartens, with the goal of public kindergartens accommodating over 60% of preschool children. They also aim to increase the number of high-quality compulsory education schools and significantly increase the supply of high-quality offers for compulsory education. The enrolment rate for school-age children with disabilities will remain above 97%. The above targets are scheduled to be achieved by 2027.
