On 3 August 2023, the Shenzhen Industrial and Information Technology Bureau issued the “Three-Year Action Plan of Accelerating the Construction of a World-Class Automobile City for a New Generation in the Shenzhen Municipality (2023 – 2025)” (“the Plan”). The Plan emphasized on strengthening regional synergy and linkage, including coordinating Shenzhen Municipality and Hong Kong on developing future automobile Research and Development, design as well as trade services, establishing international exchange and cooperation platforms, and promoting in-depth integration of the Shenzhen-Hong Kong automobile industry. The Plan also supports leading enterprises to be stronger and bigger and encourages the cooperation between domestic and foreign leading enterprises.
