On 14 August 2023, the General Affairs Office of the People's Government of Guangdong Province issued “the Implementation Plan for the Expansion of Domestic Demand Strategy in Guangdong Province” (“the Plan”). The Plan specified the full promotion of the construction of the Hengqin Guangdong-Macao Intensive Cooperation Zone, and the acceleration of the comprehensive cooperation between Zhuhai and Macao, as well as the integrated development of Hengqin and Macao, promoted the construction of Nansha as a major strategic platform which bases on the Guangdong-Hong Kong-Macao Greater Bay Area (“the Greater Bay Area”) which collaborates with Hong Kong and Macao, and promoted to build a functional carrier for international shipping, finance, and technological innovation in the Greater Bay Area.
