On 1 September 2023, the Office of the Guangzhou Nansha District Administrative Committee, the Office of the People’s Government of Guangzhou Nansha District issued the “Facilitation Measures for Promoting the High-Quality Development of Software and Information Technology Service in Guangzhou Nansha New Area (Free Trade Zone)” (“the Measures”). The Measures encourage cross-border data flow. For enterprises in Nansha New Area who purchase cross-border communication services such as data cross-border channel resources from basic telecommunications operators, or purchase data cross-border circulation services such as data cross-border compliance review and personal information outbound security assessment from institutions in the area and pass the review of the national data security regulatory department, a subsidy of 30% of the annual cumulative amount of the relevant service contracts that have been fulfilled will be given, with a maximum subsidy of RMB 1 million per year. The Measures come into force on 1 September 2023 and will be valid until 31 December 2025.
