On 3 September 2023, the General Affairs Office of the Shenzhen Municipal People's Government issued the “Work Plan (2023-2025) for Promoting the High-Quality Development of Imports of Goods Trade” (“the Work Plan”). The Work Plan specified to strengthen the support of bonded functions, specifically including leveraging the advantages of Shenzhen-Hong Kong cooperation and the Guangdong-Hong Kong-Macao Greater Bay Area cooperation, relying on Yantian Comprehensive Bonded Area and Qianhai Comprehensive Bonded Area to strive for national support for value-added processing tariff-free policies, and vigorously developing high value-added bonded processing businesses such as liquor, cosmetics and food sub-assembly. In addition, the Work Plan supported the full utilisation of the advantages of neighbouring Hong Kong, and encouraged enterprises to comply with the Shenzhen-Hong Kong gold import and export processing trade.
