On 12 September 2023, the People's Government of Shenzhen Municipality issued the “Implementation Plan for Tan Da Feng in Shenzhen Municipality” (“the Plan”). The Plan proposed to establish a pilot “Tan Da Feng Zone”, promote the exchange of green finance between Shenzhen Municipality and Hong Kong, strengthen the cooperation on environmental monitoring and administration, and promote the low-carbon and smart construction and operation of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone with Hong Kong. In addition, the Plan aimed to optimize the clean energy supply, carry out the construction of “integration of power sources, power grids, charge storage” at the regional level, build a regional integrated zero-carbon smart management system, and strengthen low-carbon technology exchanges and cooperation between Shenzhen Municipality and Hong Kong.
