The Guangdong Provincial Human Resources and Social Security Bureau issued the “Regulations on the Management of Guangdong Province All-In-One Social Security Card for Resident Services (Consultation Paper)” on 7 October 2023. Specific content includes that cardholders can use their social security cards to apply for government and resident services, take public transport, visit cultural and tourism venues, and redeem financial subsidies. Hong Kong and Macao residents can apply for social security cards with their Hong Kong and Macao Residents Entry and Exit Permits or Hong Kong and Macao Residence Permits to enjoy the same rights and services as Mainland cardholders. The public consultation period will start from 7 October 2023 and last until 13 October 2023.
