On 25 October 2023, the People's Government of Guangdong Province issued the “Development Plan for Guangzhou Metropolitan Area, Development Plan for Shenzhen Metropolitan Area, Development Plan for West Bank of Pearl River Metropolitan Area, Development Plan for Shantou Metropolitan Area, and Development Plan for Zhanmao Metropolitan Area” (“the Plan”). The Plan proposed to introduce scientific research platforms and educational and medical resources from Hong Kong, expand cooperations in education, scientific research, finance and business between Shenzhen and Hong Kong, carry out intangible cultural heritage exchange activities such as Cantonese opera performances in Shenzhen, Zhuhai, Hong Kong and Macao and encourage the establishment of Sino-foreign cultural exchange centre in Hong Kong.
