The Dongguan Municipal Human Resources and Social Security Bureau (“the authorities”) issued the “Application Guidelines for Overseas Talents in Urgent Shortage Identification and Individual Income Tax Subsidies in Dongguan Municipality” (“the Notice”) on 15 November 2023. The authorities announced this guideline applies to application for individual income tax subsidies for overseas talents in urgent shortage who work in Dongguan Municipality for 2021 and 2022 tax years, and the re-submission of the individual income tax subsidies application for the 2020 tax year. Eligible applicants include permanent residents of Hong Kong and Macao. The subsidy shall be granted by the Dongguan Municipal Government on the portion of individual income tax already paid in Dongguan Municipality that exceeds 15% of the taxable income. The subsidy is exempted for individual income tax. The maximum amount of individual income tax subsidy for each tax year shall not exceed RMB 5 million per taxpayer. Application period shall be from 15 November 2023 to 25 December 2023.
