On 28 November 2023, the Communist Party of China Guangzhou Committee for Comprehensively Deepening Reform issued the “Implementation Opinions on Leveraging the Role of Data Elements and Promoting High-quality Development in Guangzhou Municipality” (“the Opinions”). The Plan proposed to support Nansha District strengthen data exchange with related departments in Hong Kong and Macao, promote the establishment of cross-border data sharing and mutual recognition mechanism in key areas of business environment and citizen services, such as commercial registration, social credit, social insurance, food safety, health and medical treatment and product traceability, and facilitate the cooperation with Hong Kong and Macao in respect of scientific research data. In addition, the Opinions aimed to promote cross-border connection of scientific research data in accordance with the law and develop a cross-border data regulation mode.
