The Office of the People's Government of Dongguan Municipality (“the authorities”) issued the “Notice in relation to Measures for Medical Security in Dongguan Municipality” (“the Notice”) on 4 December 2023. The authorities announced that flexible employees within the legal working age, who are employed or are permanent residents of Dongguan Municipality (including those who have obtained the Residence Permit for Hong Kong, Macao, and Taiwan Residents in Dongguan Municipality), are eligible to participate in the Dongguan Municipal medical insurance scheme for employees. Meanwhile, unemployed individuals residing within the Dongguan Municipality and holding a valid residence permit issued by Dongguan Municipality (including those who have obtained the Residence Permit for Hong Kong, Macao, and Taiwan Residents in Dongguan Municipality) are eligible to participate in the Dongguan Municipal resident medical insurance scheme. These Measures shall be implemented from 1 January 2024 and valid until 31 December 2028.
