On 8 December 2023, the Ministry of Transport and the People’s Bank of China issued the “Guiding Opinions on Accelerating the High-quality Development of Modern Shipping Service Industry” (“the Opinions”). The Opinions proposed to strengthen the trade market for shipping industry, encourage shipping institutions to innovate the transaction modes and attract domestic and foreign trading. In addition, the Opinions encourage enterprises, universities, and research institutions to carry out research on major fields such as development strategy of navigational service industry and international rules and regimes, vigorously develop navigational information service, enhance navigational information service and establish a batch of think tanks and consulting service agencies with international influence.
