On 25 December 2023, the National Development and Reform Commission issued the “Three-Year Action Plan for the Development of International Business Environment in the Guangdong-Hong Kong-Macao Greater Bay Area” (“the Plan”). The Plan proposed to improve diversified dispute resolution mechanism, and explore the possibility of permitting Hong Kong and Macao-invested enterprises within the Greater Bay Area select Hong Kong or Macao as the place of arbitration. The Plan also supports universities and colleges in Guangdong, Hong Kong and Macao cooperate and jointly establish predominant disciplines, laboratories, and research centres.
