On 9 February 2024, the General Affairs Office of the People’s Government of Guangdong Province issued the “Implementation Opinions on Accelerating the Intensive Integration of Science and Technology and Finance and Improving the Innovative Development of Technology-oriented Enterprises” (“the Opinions”). The Opinions specified that an express channel for approval process will be established to foreign investors who invested in venture capital enterprises and the high-tech projects under the Catalogue of Encouraged Foreign Investment Industries in Guangdong Province through the Qualified Foreign Limited Partnership (“QFLP”).
