On 20 February 2024, the Commerce Bureau of Shenzhen Municipality issued the “Measures for Promoting Stable Scale and Market Share and Growth of Foreign Trade in Shenzhen Municipality” (“the Measures”). The Measures proposed to strengthen the cross-border cooperation of Shenzhen-Hong Kong offshore trade and support Qianhai in establishing a comprehensive offshore trade service platform. In addition, the Measures aimed to enrich the local characteristic function of the “single window” for China (including Shenzhen) international trade, promote the application of “Shenzhen-Hong Kong Seamless Customs Clearance and achieve the “one-entry, two-declaration” policy.
