On 21 February 2024, the Office of the People’s Government of Zhuhai Municipality issued the “Implementation Opinions on Reforming and Improving Administration of the Use of Municipal-level Fiscal Scientific Research Funds” (“the Opinions”). The Opinions proposed to further promote cross-border flow of Research & Development funds, deepen the cooperation and exchange in science and technology innovation among Zhuhai, Hong Kong and Macao, encourage enterprises in Zhuhai Municipality jointly apply for scientific and technological projects together with higher educational institutions and Research & Development institutions in Hong Kong and Macao to obtain financial support for scientific research funds. In addition, eligible municipal-level scientific research project funds will be allowed to be appropriated by the operation department in Zhuhai Municipality directly to higher educational institutions and scientific research institutions in Hong Kong and Macao through centralized treasury payment or be appropriated by the project cooperation entities in Zhuhai Municipality to higher educational institutions or scientific research institutions in Hong Kong and Macao according to bilateral cooperation agreements. The tax record filing shall be performed in accordance with relevant provisions prior to the remittance of outbound payment.
