On 9 April 2024, the Guangdong Provincial Committees of the Communist Party of China and the People’s Government of Guangdong Province issued the “Opinions on Implementing the ‘Five Linkages’ and Promoting High-level Opening-up” (“the Opinions”). The Opinions proposed to accelerate the development of the Guangdong-Hong Kong-Macao Greater Bay Area as a leading global trade digitalization pilot zone, establish a comprehensive offshore trade authenticity verification system, and vigorously develop businesses such as distribution consolidation, bonded maintenance, and remanufacturing. The Opinions also aimed to promote the development of bonded fuel oil supply services for international vessels.
