On 5 June 2025, the Bureau of Science, Technology, Industry, Commerce, and Information Technology of Haizhu District of Guangzhou Municipality (“the authorities”) issued the “Notice of Issuing Implementation Measures for Promoting the “Seedling Action Program” for Specialised and New Enterprises in Guangzhou Municipal Haizhu District” (“the Measures”). The authorities announced that national-level, specialised and new “Small Giant” enterprises are eligible to enjoy rent freeze for three years. These Measures shall be effective until 30 June 2027.
