The Human Resources and Social Security of Shenzhen Municipality (“the authorities”) issued the “Notice in relation to Implementing the Application and Awarding Work of the 2025 Hong Kong and Macao Youth Innovation and Entrepreneurship Base in Shenzhen Municipality” (“the Notice”) on 16 June 2025. The authorities proposed that base operating units in Shenzhen Municipality are eligible to apply to be a Hong Kong and Macao Youth Innovation and Entrepreneurship Base if the proportion of Hong Kong and Macao projects is not less than 20% of all projects and they provide comprehensive information and consulting services related to housing, transportation, education, healthcare, and daily life for Hong Kong and Macao youth.
