The Human Resources and Social Security of Guangdong Province and 19 other departments (“the authorities”) issued the “Notice in relation to “Action Plan for Large-scale Vocational Skills Enhancement Training and Skills Enabled a Promising Future and Industry (2025-2027)” (“the Notice”) on 26 June 2025. The authorities proposed to actively conduct skills training in modern service industries such as logistics services, postal and express delivery, online delivery and live-streaming marketing, utilize training resources and provide training for 40,000 individuals each year.
