The People’s Government of Guangzhou Municipality (“the authorities”) issued the “Notice in relation to Reissuing the Administrative Measures on Household Registration Migration in Guangzhou Municipality” (“the Notice”) on 30 June 2025. The authorities proposed that individuals who are employed or have startup business in Guangzhou Municipality, hold a master’s degree, are under 45 years of age, and engage in relevant professions set out in the occupation catalogue under Guangzhou Municipal Technical Talent Introduction Directory are eligible for talent-based household registration. The Notice is effective until 31 December 2026.
