The Ministry of Human Resources and Social Security and the Ministry of Finance (“the authorities”) issued the “Notice in relation to Adjusting the Basic Pensions for Retired Personnel in 2025” (“the Notice”) on 7 July 2025. The authorities proposed that starting from 1 January 2025, the basic pension for retirees from enterprises and government departments will be adjusted to 2% of the average monthly basic pension for retirees in 2024. The Notice is applicable to retirees who have completed their retirement procedures in accordance with relevant regulations and are receiving basic pensions monthly by 31 December 2024.
