The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council (“the authorities”) issued the “Implementation Plan for the Childcare Subsidy System” (“the Notice”) on 28 July 2025. The authorities proposed to provide subsidies for infants and young children under the age of three starting from 1 January 2025, until they reach three years old. The childcare subsidy will be distributed annually, with an amount of RMB3,600 per child per year. The subsidy can be applied for by one parent or other guardians at the child’s registered household residence and individual income tax shall be exempted.
