The Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality (“the authorities”) issued the “Application Guidelines for Enterprise Subsidy in 2025 under the ‘Twelve Measures to Support Hong Kong and Macao Youth in Employment and Entrepreneurship Development in Qianhai issued by the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality’” (“the Notice”) on 31 July 2025. The authorities proposed that Hong Kong and Macao youth innovation and entrepreneurship enterprises, which have a fixed place of production and operation as well as production and operation facilities in the Qianhai Cooperation Zone, and where Hong Kong and Macao youth collectively hold more than 25% of the registered shares of the enterprise, are eligible to apply for financial subsidies or rewards.
