The Management Centre of Housing Provident Fund of Zhongshan Municipality (“the authorities”) issued the “Notice in relation to ‘Administrative Implementation Rules for the Housing Provident Fund Withdrawals in Zhongshan Municipality’” (“the Notice”) on 1 August 2025. The authorities proposed that property owners and their spouses who fully pay for their self-occupied housing in Zhongshan Municipality are eligible to withdraw the housing provident fund up to five times within five years from the date of issuance of the purchase invoice or developer’s receipt. The first withdrawal must be used to pay at least 50% of the housing price, and the total withdrawal amount shall not exceed the total purchase price.
