The Public Security Bureau of Zhongshan Municipality (“the authorities”) issued the “Notice in relation to ‘Administrative Implementation Rules for Household Registration in Zhongshan Municipality’” (“the Notice”) on 5 August 2025. The authorities proposed that where parents are a registered resident of Zhongshan Municipality and the child is born in Hong Kong, Macao, or Taiwan without obtaining residency status, the child is eligible for household registration with the parent who has household registration in Zhongshan Municipality. Residents from Hong Kong, Macao, and Taiwan who intend to settle in Zhongshan Municipality can also apply for household registration at the local public security bureau. The Notice is valid for 5 years.
