The Human Resources and Social Security Bureau of Dongguan Municipality (“the authorities”) issued the “Notice in relation to ‘Implementation Measures for the Household Registration of Employed Talents in Dongguan Municipality’” (“the Notice”) on 12 August 2025. The authorities proposed that individuals who are employed or starting a business in Dongguan Municipality, hold a junior professional title, are under 45 years of age, and have continuously contributed to urban employee basic pension insurance for at least one year are eligible to transfer their household registration to Dongguan Municipality. The Notice is effective on 1 September 2025 and will be valid until 31 August 2030.
