The Finance Bureau of Guangzhou Municipality, the Science and Technology Bureau of Guangzhou Municipality and the Human Resources and Social Security Bureau of Guangzhou Municipality (“the authorities”) issued the “Notice in relation to Application Guidelines of Fiscal Subsidies for Overseas Talents under the Individual Income Tax Incentive Policy in the Guangdong-Hong Kong-Macao Greater Bay Area for the 2023 and 2024 Tax Years (2025)” (“the Notice”) on 15 August 2025. The authorities proposed that overseas high-end talent and urgently needed talents who work in Guangzhou Municipality and meet the eligibility criteria can apply for fiscal subsidies for the portion of their individual income tax paid in Guangzhou Municipality that exceeds 15% of their taxable income for the 2023 and 2024 tax years. The subsidy is exempt from individual income tax.
