The HKSAR Government launched the pilot Greater Bay Area Youth Employment Scheme in January 2021 to encourage qualified enterprises to employ Hong Kong university graduates to work in the Mainland cities of the Greater Bay Area. The HKSAR Government announced the regularisation of the Scheme on 1 March 2023. Enhancement measures have been introduced under the Scheme in January 2025, including relaxing the eligibility criteria for young people to legally employable Hong Kong residents aged 29 or below with educational attainments awarded by higher education institutions within or outside Hong Kong at sub-degree level or above, and also allowing enterprises which have participated in the Scheme and employed Hong Kong young people to work in the Mainland cities of the GBA to apply for the same number of Mainland young people to work in Hong Kong according to relevant requirements.
