The Arrangement for Mutual Recognition of Electronic Signature Certificates Issued by Hong Kong and Guangdong was launched in 2012 to enhance the security and reliability of cross-boundary electronic transactions. In November 2021, the governments of HKSAR and Guangzhou signed the Memorandum of Understanding on Co-operation between Guangzhou and Hong Kong on Trusted Authentication Service to strengthen co-operation between governments / organisations of both places on facilitating the interconnection of information infrastructure, based on the mutual recognition certificates.

In addition, Guangdong, Hong Kong and Macao formed a “GBA Working Group on Mutual Recognition of Electronic Signature Certificates” in 2019 to jointly promote mutual recognition certificates in the three places.  In March 2022, the HKSAR and the Macao SAR signed the “Suggestions on the Framework for the Mutual Recognition of Electronic Signature Certificates issued by Hong Kong and Macao” to establish the basis for mutual recognition of electronic signature certificates between Hong Kong and Macao.
