Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) Agreement on Trade in Goods
The HKSAR Government and the Ministry of Commerce signed the Agreement on Trade in Goods (the Agreement) under the framework of CEPA in 2018. Under the Agreement, all goods of Hong Kong that fulfil the CEPA rules of origin can enjoy the preference of zero tariff upon importation into the Mainland. Besides, it further promotes trade facilitation between the two places by simplifying customs procedures, enhancing transparency, strengthening co-operation, etc. It also includes a dedicated chapter on trade facilitation measures to support the development of the GBA.
