Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) Agreement on Trade in Services
The HKSAR Government and the Ministry of Commerce signed an agreement on 9 October 2024 to amend the Agreement on Trade in Services under the framework of CEPA (Amendment Agreement II) again, thereby giving Hong Kong enterprises and professionals more preferential treatment to tap into the Mainland services market. Most of the liberalisation measures of the Amendment Agreement II apply to the whole Mainland, while some of them are designated for pilot implementation in the nine Mainland cities of the GBA. The implementation of the Amendment Agreement II has started on 1 March 2025.
