Message from Commissioner

for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area

Since the beginning of 2025, we have received a lot of good news about the development of the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area): the Greater Bay Area Youth Employment Scheme has been enhanced and enabled “two-way flow of talents”; the measures of “allowing Hong Kong-invested enterprises to adopt Hong Kong law” and “allowing Hong Kong-invested enterprises to choose Hong Kong as the seat of arbitration” have been extended to various Mainland cities of the Greater Bay Area; Hong Kong’s low-altitude economy Regulatory Sandbox pilot projects have been officially launched; the first three buildings in the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone have been completed, etc. With the strong support from the Central Authorities and the concerted efforts of the Guangdong Province and various Greater Bay Area cities, the Greater Bay Area has been thriving in all aspects.

The Guangdong-Hong Kong-Macao Greater Bay Area Development Office (the Office) has continued to tell good stories of Hong Kong and the Greater Bay Area, promoting the significant opportunities of Greater Bay Area development to local, Mainland and overseas stakeholders. In mid-February, I visited Bangkok, Thailand, to meet with local business leaders and representatives from financial institutions, and encourage them to leverage Hong Kong’s role as the international entry point of the Greater Bay Area to explore the huge business opportunities there. In late February, the Office organised the “GoGBA Development Day” at the Hong Kong Convention and Exhibition Centre, where over 300 participants engaged in discussion about the country’s latest strategic direction - developing new quality productive forces, thereby helping Hong Kong enterprises understand the latest trends of innovation and technology (I&T) development in the Greater Bay Area, and from the perspective of small and medium-sized enterprises (SMEs), explore how to adjust corporate strategies to leverage the Greater Bay Area’s strengths and I&T development to forge ahead with their business developments. In early March, the Guangdong-Hong Kong-Macao Greater Bay Area Development Promotion Centre (Promotion Centre) under the Office held the Greater Bay Area Youth Entrepreneurship Carnival in Nansha, Guangzhou, which provided a platform for young entrepreneurs in the Greater Bay Area to showcase their ventures as well as exchanging and sharing ideas. The Greater Bay Area development is ubiquitous - from local youth and enterprises to overseas business communities, creating wider scope for development and unprecedented new opportunities for all sectors.

Amid the current geopolitical instability, it is particularly timely and crucial to fully grasp the country’s development opportunities and actively integrate into the overall national development. In this regard, Greater Bay Area development is the best entry point for Hong Kong’s integration into the overall national development. The HKSAR Government will continue to do our best to fulfil the new positioning and historic mission of the Greater Bay Area as “a strategic fulcrum of the new development pattern, a demonstration zone of high-quality development, and a pioneer of Chinese modernisation”, thereby serving the country’s needs with Hong Kong’s strengths, taking forward the high-quality development of the country and Hong Kong, and contributing to the development of Chinese modernisation.
