Mediation Services - Greater Bay Area Mediation Platform
At the 2nd Guangdong-Hong Kong-Macao Bay Area Legal Departments Joint Conference in 2020, the working proposal of the GBA Mediation Platform was endorsed by the legal departments of the three places. The GBA Mediation Platform is an authoritative platform for high-level exchange and co-operation among the legal departments of the three governments, discharging the role of a standard-setting body with a view to promoting the wider use of mediation within the GBA. The two mediation standards namely, the GBA Mediator Accreditation Standards and the GBA Mediator Code of Conduct Best Practice, as well as the GBA Cross-boundary Disputes Mediation Model Rules were endorsed and came into effect on 30 December 2021 and 30 December 2022 respectively.

Based on the requirements of the GBA Mediator Accreditation Standards, DoJ formulated and promulgated the GBA Mediator Accreditation Rules (Hong Kong Special Administrative Region) applicable to the accreditation through Hong Kong, which came into effect on 28 March 2024.  The Joint Conference officially endorsed and, on 30 December 2024, released the consolidated GBA Mediator Panel 2024.  There are 146 mediators from Hong Kong, as well as from Guangdong and Macao, on the panel. The establishment of the GBA Mediator Panel implements the measure in the Action Plan on the Construction of Rule of Law in the GBA released earlier by the DoJ.  It will effectively promote the interface of mediation regulatory frameworks of the three places and a wider use of mediation in the GBA, thereby further enhancing the multifaceted dispute resolution mechanism in the GBA.
