The Ministry of Finance has issued the above circular ("the Circular") on 6 November 2018. The key measures include facilitating the application and alteration record filing of practising licences of accounting firms and their branch offices, as well as qualification for commissioned bookkeeping business to handle their business application online. In addition, photocopies of business licenses, articles of association, and other application documents are no longer required and only the unified social credit code will be required for approval purpose. The approval process will also be shortened to 15 working days. The Circular took effect from 10 November 2018.
