The General Office of the State Council has issued the above Circular on 3 September 2019. The State Council requires all regions to follow the reform initiatives adopted by Beijing and Shanghai in optimising the business environment. The Circular has listed 13 measures that will be replicated nationwide and 23 measures that will be shared as reference across the country in the appendix. Such measures include starting businesses, obtaining construction permits, property registration, tax payments, cross-border trade and contract enforcement.
