Notice of the Department of Housing and Urban-Rural Development of Guangdong Province on Issuing the Interim Measures for the Administration of Pilot Practices for Hong Kong Engineering Construction Consulting Enterprises and Professionals in Mainland Cities of the Guangdong-Hong Kong-Macao Greater Bay Area (Yue Jian Gui Fan [2020] No. 1)

On 26 November 26 2020, the Department of Housing and Urban-Rural Development of Guangdong Province issued the "Interim Measures for the Administration of Pilot Practices for Hong Kong Engineering Construction Consulting Enterprises and Professionals in Mainland Cities of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA)" (Measures). There are 23 detailed rules in the Measures, which mainly regulate the practice activities of Hong Kong engineering construction consulting service enterprises and professionals from the perspectives of record filing party, business scope, record filing procedure, practice rules, supervision and management. The Measures stipulate that for enterprises and professionals who have obtained the Hong Kong engineering construction consulting practice qualifications, if specific record filing requirements are met and online record filing in accordance with this Measures is completed, they can practice within mainland cities of the GBA and provide services directly to market entities. Applicants should fill in information and upload materials on the "Record filing platform for Hong Kong enterprises and professionals to practice in mainland cities of the GBA" on the Guangdong construction information website (www.gdcic.net). Among them, the filing of Hong Kong enterprises and their employed professionals should be performed by the enterprise, and the filing of Hong Kong professionals who is employed by Mainland enterprises should be performed by the Mainland enterprises. Filings of those who have met the requirements shall be completed and the result should be published on the website within 10 working days. The Measures came into force from 1 January 2021 and will be valid for 3 years.
