On 28 November 2022, the People's Government of Guangdong Province issued the "Implementation Plan for Accelerating the Standardization and Facilitation of Government Services in Guangdong Province" ("the Plan"). The Plan consists of outlines for promoting the standardization of government services and facilitating government services, etc. In particular, the Plan proposed to coordinate the procedures and rules for the "cross-regional matters handling" in Guangdong province, expand the scope of the "cross-regional matters handling", strengthen the integration of online and on-site services, process the cross-regional matters in a simplified and effective manner. In addition, the Plan aims to establish a special service zone for cross-border affairs in Hong Kong and Macao, improve the legal system for cross-border government services and promote the high-frequent services to be handled cross-border.
