On 23 February 2023, the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality and the Commerce and Economic Development Bureau of the Hong Kong Special Administration Region of the People' Republic of China issued the "16 Measures for Collaboratively Constructing the Shenzhen-Hong Kong Intellectual Property ("IP") Innovation Highland in Qianhai" ("the Measures"). The Measures proposed to support the transformation and application of Hong Kong IP in Qianhai and support the construction of cross-border IP service system. The specific content of the Measures includes supporting the IP operation funds established in Qianhai by Hong Kong, Macao, and foreign investment institutions, and supporting intellectual property service institutions to settle in Qianhai. The Measures will be implemented from 23 February 2023 and be valid for 3 years.
