The Guangzhou Municipal Bureau of Education and 9 other authorities (“the authorities”) issued the “Notice in relation to the “14th Five-Year Action Plan” for the Development and Improvement of Pre-school Education in Guangzhou Municipal” (“the Notice”) on 3 July 2023. The authorities announced to improve the quality of pre-school education and professional competence of the teaching staff and promote the internal development of kindergartens. Meanwhile, exploring the open platform for communication and cooperation in pre-school education, fully leverage the advantages of the Guangdong-Hong Kong-Macao Greater Bay Area, and launch training and exchange programs for pre-school teachers in the Guangdong Province, Hong Kong and Macao, and also to strength the cooperation in educational research among kindergartens, educational research institutions, universities, and promote research, exchange and cooperation in pre-school education in the Greater Bay Area.
