On 10 August 2023, the Office of the Huadu District of the Guangzhou Municipal People's Government issued the “Action Plan for Promoting High-quality Development of New Energy Industries (2023- 2030)” (“the Plan”). The Plan supports the establishment of a carbon emission rights trading centre in the GBA and setting up green finance standards. The Plan aimed to increase financial support, strengthen connection with higher authorities, guide enterprises in project application, and actively striving for policy and financial support of all types in accordance with national industrial policy. In addition, the Plan proposed to enhance the integrated shipping functions of Huadu Port, reduce cost, increase efficiency, and assist new energy enterprises in developing the international market.
