On 6 September 2023, the General Affairs Office of the Guangzhou Municipal People's Government issued the “Green Land System Planning in the Guangzhou Municipality” (“the Plan”). The Plan proposed to construct a wetland conservation circle at entry of the Pearl River among Guangdong, Hong Kong and Macao, enhance the ecological functions of wetlands in the area, carry out restoration of ecological environment in the sea areas and coastal zones and conservation of aquatic biological resources. Additionally, the Plan aimed to construct a coastal shelter belt, create an ecological sheltering space, and maintain the regional ecological safety.
